Hello, I am trying to figure out how to get a specific quote for a panel in the Prolific quote tool. Is there a number or someone I can speak to about how to set it up? I’m a first time researcher and am trying to work through the mechanics or getting a quote.

Welcome to the forum 
I am afraid I don’t know a telephone number for Prolific.
But the create study page in the GUI will give you a quote for a study if you fill in the number of participants that you want and the number of minutes the study should take (and whether you want a representative sample).
I have outlined the bits you need to fill in in order to get a quote from the create study GUI in the screenshot below. I have left the payment at the recommended hourly rather of 9UKP per hour but you can reduce it to 6UKP per hour (or dollar equivalent) and you can increase it too.
